Innovative financing and personal assistance schemes: Comparing Australia's National Disability Insurance Scheme with South Korea's Personal Support Budget Plan (CoSP18 Side Event).

In the shift away from the medical model to the social model of disability, it is essential that persons with disabilities have choice and control over which personal assistance services they use, including managing the budgeting for these services.

To empower persons with disabilities to make these choices, Australia has introduced the National Disability Insurance Scheme (NDIS) and South Korea is running a pilot project on Personal Budget Plans. This event will:

  • Compare the structures of the NDIS and the Personal Budget Plan
  • Identify successful outcomes from personal assistance schemes
  • Identify opportunities for improvement in the implementation of both systems
  • Enable learning from the NDIS experience for the Personal Budget Plan in South Korea

Imagine the world in 2030, fully inclusive of persons with disabilities.

#Envision2030: 17 Goals to transform the World for Persons with Disabilities In September 2015, the General Assembly adopted the 2030 Agenda for Sustainable Development that includes 17 Sustainable Development Goals (SDGs). Building on the principle of “leaving no one behind”, the new Agenda emphasizes a holistic approach to achieving sustainable development for all. The SDGs also explicitly include disability and persons with disabilities 11 times. Disability is referenced in multiple parts of the SDGs, specifically in the parts related to education, growth and employment, inequality, accessibility of human settlements, as well as data collection and the monitoring of the SDGs. Although, the word “disability” is not cited directly in all goals, the goals are indeed relevant to ensure the inclusion and development of persons with disabilities.
