Innovative financing and personal assistance schemes: Comparing Australia's National Disability Insurance Scheme with South Korea's Personal Support Budget Plan (CoSP18 Side Event).
In the shift away from the medical model to the social model of disability, it is essential that persons with disabilities have choice and control over which personal assistance services they use, including managing the budgeting for these services.
To empower persons with disabilities to make these choices, Australia has introduced the National Disability Insurance Scheme (NDIS) and South Korea is running a pilot project on Personal Budget Plans. This event will:- Compare the structures of the NDIS and the Personal Budget Plan
- Identify successful outcomes from personal assistance schemes
- Identify opportunities for improvement in the implementation of both systems
- Enable learning from the NDIS experience for the Personal Budget Plan in South Korea
